...the causes of the sad death of Mr Bellamy were his manner of driving and the actions of a pedestrian he hit. I am unaware of anything I could suggest that might reduce the likelihood of young men engaging in such high risk behaviour – it is a problem that has confronted society for centuries and has been amplified more recently by the ready availability of powerful motor vehicles, drugs and alcohol.
